After graduating from Texas A&M University, Joe began his career with The Beck Group, building milestone projects like the Texas Motor Speedway, Southlake Town Square, The Domain, and Firewheel Town Center. Instead of glass and steel, he realized what he loved most was mentoring and growing teams. In 2007, Joe was sought out to lead corporate services, including the Human Resources, Legal, Safety, Collaboration, Integration and Risk departments.
His mission at Cooper General Contractors is to build opportunities for employees, clients, partners, and the greater community. Joe was also honored to be selected to serve on the TEXO Board of Directors in 2025. Outside of work, he enjoys spending time with his family and getting a beer with close friends. He feels most at home with muddy boots, connecting with people and finding ways to impact their lives positively.

With a deep financial background, William oversees technology, legal, and finance for Cooper. William holds a Bachelor of Business Administration from the University of North Texas and a Master of Business Administration and Master of Science in Accounting from The University of Dallas. William is also a Certified Public Accountant in Texas. William believes working at Cooper is a once-in-a-lifetime opportunity. “There are high expectations and a high level of support. The most satisfying part of the opportunity here is the ability to act upon it.”

Director of Operations
As Director of Operations, Mike manages all aspects of our projects – scheduling, constructability, quality control, safety and risk management – and is also an integral member of Cooper’s management team. He’s known for his passion for construction and dedication to operational excellence. Mike was also honored to be selected to be part of the TEXO Executive Development Program (EDP) Class of 2025.
With more than 10 years of experience in the construction industry, Mike has worked on a variety of project types including retail, hospitality, automotive, office and industrial, ranging from $4-30 million.
Before he joined the construction industry, Mike worked in the oil and gas industry, where pipeline construction sparked his love of planning and design. In his free time, Mike enjoys spending time with his wife and kids as well as perfecting his golf game.
Chris Siebert

Chris Siebert
Chris Siebert is a Construction and Business Development Professional with more than 15 years of experience across multiple industries. While Chris started as a Project Manger with Cooper, he was quickly promoted to Director of Client Services in order to spearhead the company’s expansion, both in volume and impact.
In his role, Chris facilitates strategic partner collaborations with partners like designers, developers, lenders, and other key consultants and stakeholders. He has an innate ability to connect the right people to the right projects and broker creative solutions that benefit everyone involved. His technical background helps him understand how to build a successful project team
By cultivating long-term relationships, he ensures that Cooper continues to build opportunities for clients, trade partners, and the communities they serve.
Outside of work, he loves spending quality time with his red-headed wife and daughter.
